STRUCTURE
of
CINEFOGO

 

The structure of CINEFOGO is built on two levels – Consortium level and Implementation level. On the Consortium level there are Network Council, Network Management Board and Scientific Advisory Board. On the Implementation level there are 3 theme coordinators, 1 SoE coordinator and 23 work package coordinators.

 

 

1 Consortium level

The CINEFOGO Consortium is a network of contractors, consisting of more than 40 universities and research institutes and a number of public service institutions. The Network includes more than 100 individual researchers.

The organizational bases for decision processes concerning Integrating Research activities and Spread of Excellence Activities, that take place at the Consortium level, are described in the following.

Three management bodies will supervise these processes: the Network Council, the Network Management Board, and the Scientific Advisory Board.

Network Council (NC)

Function

 

The NC is the highest level management body of the Network organization, being responsible for all principal decisions related to the Network's activities, concerning e.g. budgets, standards for quality control, strategies for scientific and dissemination initiatives, possible extensions of the Network, etc. The NC has an important role to play in relation to the processes of allocation of economic resources and in deciding work package responsibility to the Network institutions. The Council will meet twice a year.

Members

The Network Council will include all national coordinators involved, and the international coordinator, who chairs the Council. In some cases, also SoE partners may join the Council as members. The Integrated Project INTUNE funded under the same theme of Priority 7 chaired by professor Maurizio Cotta, University of Siena will be invited to participate in the major activities of the CINEFOGO Network -conferences, seminars and relevant workshops. Furthermore the INTUNE project will be awarded a seat at the Network Council with no vote, so that there also at the administrative and planning level can be a feedback mechanism between the two instruments. This is arranged in order to initiate and enlarge a cooperation between these two thematically linked projects.

Network Management Board (NMB) Function

The NMB will be the decision-making organ of the Consortium. It will be chaired by the Network coordinator and will have 4 members in addition to the Network coordinator. They will link the NMB to the Network Council and to the three scientific themes around which the network activities are organised. The NMB will thus be responsible for the overall coordination of the Network's activities, scientific as well as administrative. The Board is served by the Managing Director. It defines, oversees and evaluates the tasks of the Network and may set up ad-hoc working groups to handle different obligations. Members of the Board meet four times annually. The obligations of the Board will include:

  • Supporting the Network Council and the Scientific Advisory Board (cf. below)

  • Developing and implementing common evaluation procedures

  • Ensuring promotion of gender equality

  • Coordination of knowledge management and issues concerning intellectual property as well as innovation related activities

  • Facilitating communication and coordination between the Network Council and the three thematic coordinators and the spread of excellence coordinator (cf. below).

Proposed members

In his capacity as international coordinator of the Network, professor Thomas P. Boje, Roskilde University, Denmark chairs the Board. Among the national coordinators the following have agreed to take responsibility as Board members during the first 18 month period: Lars Hulgard, Roskilde University, Paul Dekker, Social and Cultural Planning Office, the Netherlands, Zinka Kolaric, University of Ljubljana, Slovenia and Anne Kovalainen University of Turku, Finland. The appointment of members for the Network Management Board of CINEFOGO has to be approved by the Network Council at its first meeting.

Scientific Advisory Board (SAB) Function

This body is outside the genuine management organization. As indicated by the name, SAB provides general advice to the Network Council and the Network Management Board concerning overall policy direction, possible supplementary perspectives, etc. The SAB is composed of senior professionals with a high international reputation.

2 Implementation Level

The organization concerning the Joint Programme of Activities at the implementation level implies the functioning of three thematic coordinators and one spread of excellence coordinator. These coordination functions can be described as follows:

Thematic Coordination

 

Function

 

Part of the Joint Programme of Activities will take place within three themes. Thematic coordinators are in charge of coordinating the work accomplished in relation to their actual theme, including

  • quality supervision,

  • appointing WP co-ordinators,

  • cooperation with SoE partners,

  • promotion of gender perspectives, and

  • evaluation.

Furthermore, the thematic coordinators are responsible for launching those work packages relevant for their theme. In several cases, the content of work packages suggests cooperation between thematic coordinators. Finally, the thematic coordinators should continuously take notice of important and/or critical elements, developments and results of the work focusing on the themes, and thereby contribute to the account of themes that should be included in a final evaluation of the outcomes of the CINEFOGO Network of Excellence.

Thematic Coordinators of the PIRA programme

Theme 1 - Identities, Values and Civic Cultures in Europe - Integration and Diversity.

All appointments of coordinators for the different themes of the CINEFOGO Network have to be approved by the Network Council at its first meeting.

Spread of Excellence Coordination

Function

 

The objective of the programme for spread of excellence (SoE) activities is to improve the general availability, policy relevance, and public usage of information and experience provided by the CINEFOGO Network. The SoE coordinator is in charge of implementing this programme. A SoE secretary will support the SoE coordinator. The SoE's tasks include:

  • coordination of dissemination and dialogue activities

  • coordination of training activities and exchange of scientific personnel

  • coordination of the Spread of Excellence activities in CINEFOGO and in other
    networks.

 

The SoE coordinator should - in parallel to the thematic coordinators - continuously take notice of important and/or critical elements, developments and results of the SoE work, and thereby contribute to the account of the Spread of Excellence activities that should be included in a final evaluation of the outcomes of the CINEFOGO Network of Excellence.

Work Package Coordination

 

As indicated in the above figure, the concrete work will be shaped in the form of work packages (WP), described in accordance with a given format. For each work package, the theme coordinator will associate a work package coordinator among the national coordinators, or among scholars from partner institutions working actively with topics covered by the concerned work package. The WP coordinators should regularly be in contact with relevant thematic coordinator(s) and with the SoE coordinator in order to create a sufficient common understanding and survey the development. The WP coordinators write brief monthly progress reports to the Network Management Board and the Network Council. These progress reports will form the base for adjustment of activities, if needed, and for work within and reporting from WP 23: Evaluation of the CINEFOGO NoE.

Evaluation of the CINEFOGO NoE - What Have We Accomplished and What's Next

The list of work packages includes three different types of activities:

  • General consortium activities - constitutive meeting and evaluation of the programme for the first 18 months in the start and by the end of this period (WP 1, WP3 and WP23)

  • Scientific activities which are organized within the three thematic themes and divided in integrating activities and jointly executed research

  • Spread of Excellence activities including both training activities and dissemination.
